I got my ninja to start after giving it some starter fluid. Problem is it is idling at 12,000 rpm and starting to annoy the neighbors. I checked the choke cable, throttle cable. all fine could it be the carburator? it has been sitting for over a year so should i just take it out for a long ride?

when i ride it whenever i pull in the clutch the rpm's go up and i have to keep my over both brakes because it stays high

any help would be great as this is my first motorcycle and i am a novice.

12,000 rpm idle? Really?

The only thing that would make the engine rev that high is the carb.
You have a stuck Wide Open Throttle, which usually is the result of a stuck cables or open butterflies inside the carb. The butterflies are spring loaded to close without cables. Even with the idle adjustment knob turned up all the way and choke stuck, the engine does not idle that high.

Recheck your cables, and try to manually close the carbs where the cables attach. You might find your problem.

i know strange right?? the throttle cable is working fine though which is wierd.

I think my only option is to take the whole back end off and pull the carbs out. do you by any chance have a picture of your throttle cables for me to check against? just incase that is it and i am being way over board taking the back apart.
