bigger rear wheel ? and a handle bar question

so, i bought an 09 limited edition 250 , and its awesome, sweet lil city/commuter , but all summer last year my aunt was learning on my 250 while i was mashing about on her r6, , ya that was a nice upgrade for a year, just traded it back and the ride home was, well as you would expect. kinda lame lol.

but. i love the thing. its beautiful, and quick enough,i spose, ill say i didnt get smashed on by wrx's on the r6 but the kawis only a 250.

anywho, ive been going crazy on my 91 legacy turbo, and this summer would like to get down on making the most of my 75mpg lyme green machine

1st question, those stock handles are kinda high, is there another set of bars that are myb lower?

2nd question, is there a way to get a fatter wheel on the back? the stock ones sketchy , always feel like its ganna bottom side when i first started riding, after the r6 i was wondering if you could throw a larger wheel on there? thanks in advance guys
