bike won't idle below 3k rpms

i bought a 07 ex250 with 15k miles and the bike idles at 3k+ rpms.

i turned the idle screw out and the bike will go from 3K to dying when i turn the screw an 1/8th of a turn.

i have cleaned out the carbs and reinstalled them and checked for air leaks by spraying starting fluid. no leaks. all carb settings were set to stock.

i installed a spare set of ex250 carbs and the problem is still there so the problem isn't in the carbs.

i am at a loss for where the problem could be as the bike runs fine but it refuses to let the idle drop. i tried removing the throttle and choke cables from the carbs but the problem persists.

i was considering swapping out the cdi for a known working unit but i doubt thats the problem. any ideas/suggestions/comments are appreciated.

Quote Modify Remove so i got to thinking that i ought to look at the plugs, which turned out to be lean. i turned each fuel mixture screw out 1/4, then 1/2, then 3/4 then a full turn out. the bike idles perfect despite being different then factory specifications. thank you to everyone who helped brainstorm.
