Idle Problem

Hi guys,
I just got this as my first bike a few months ago its a 2004 and it works great for the most part but has a couple problems that caused it to not pass inspection. The main problem is that the idle is set to be around 1300-1500 RPMs but will often shoot up around 4000 RPM and take up to 10 seconds to return to 1500. Ill be sitting at a stop sign and the bike sounds like its trying to go 40mph.
I thought this might be a carburetor issue so I took apart the carb and replaced the gaskets and needles and put everything back together and it works the exact same. I have heard that it could be a hose that is in the wrong place and causing a lean surge if anyone has a diagram that highlights the proper hose attachment that would be awesome, or any other suggestion on what is going on and how it can be fixed would be very much appreciated.
