Angry my friend is a moron PLEASE URGENT HELP!!!

Okay guys here's the slimmed down version,

I have been out of the country for a year. I winterezed my bike, left it to my buddy. He stupidly just put gas on top of the winter solution I put in my gas tank. So now he said he has changed the spark plugs, changed the oil and filter. driained the carbs, drained most of the gas syphoning it out. and after countless stupid times he drained my battery and it won't start. it turns over but just won't catch.

If anyone has any idea what I can do it will be immnesely appreciated!!!!

the bike is a 2009 250r

I should also clarify that he road the bike after topping it up with gas and said it was being very sluggish. Duh

Could he have just burned out the starter or the dyod?

If the carb has been drained of bad gas and the spark plugs have been replaced and we know the bike has good compression. Maybe the jets are clogged? it's either fuel delivery or ignition related issue. It's probably bad gas left in the tank and needs to be drained.

I ran into some bad gas from Chevron before and it caused my bike to be sluggish and eventually stall. I checked my fuel delivery and ignition, found out it was good, my last resort was to drain the fuel in the tank and poof! everything went back to normal.
