Identify this problem

I left my covered bike in 10-40 degree weather for two weeks only to come back to a bike that won't turn over. I'm novice at motorcycle repairs and believe it is a problem with a carb. I've removed the gas tank, I've made sure gas flows from the valve, but I don't want to waste too more time. I've included a video

*I'm not original owner
*It has around 13k miles
*It usually needs to be choked all the way to start initially

Bad gasoline. Drain and replace with ethanol free 87 octane. Gas can collect water from temp changes and humidity. Using full choke is common on the Ninja 250 in colder weather. Use it often.
