2007 carb vacuum hoses

I rebuilt the carbs on a 2007 Ninja 250. Unfortunately I didn't take a picture before I started. I put the carbs back on the bike. It seems to idle ok, a little erratic. When I give it some throttle it slowly goes back to idle. I'm wondering if I have the vacuum hoses connected incorrectly. The air cut-off valve is on the side of carb #1. The air cut-off valve has 3 fittings. They are all in a row on top of the valve. Fitting 1 is closest to the engine, fitting 3 is furthest from the engine, and fitting 3 is in the middle. Here's how I have them connected. Fitting 1 is connected to carb #2 vacuum, located on top of the carb to engine inlet. Fitting 2 is connected to the vacuum located on the lower side of carb #2. Fitting 3 is connected to the vacuum located on the upper side of carb #2. Carb #1 vacuum located on top of the carb to engine inlet is plugged. I think this goes to the fuel tank. I have the fuel tank off currently.

Any help is greatly appreciated,

I switched two of the hoses and it's running great.
