Need help in fixing my bike

Hi,
I have a Ninja 250R 2010 Model. I live in bangalore. Recently, the self start was not working. So I took it to well known electrical engineering shop which exculsively deals with bikes.
That guy solved the problem but brought me a new problem.
There seems to be problem, the acceleration dropped. Its not going full throttle. Took it the Kawasaki Service centre. There on further inspection they told me that the total fuel injection kit has to be replaced pointing to a "62 Service Code" sub throttle valve actuator malfunction, wiring open or short.
That could cost around 25,000 INR. Then further took it to a specialist mechanic who works on sports bikes.
The issue here was narrowed down to "32 Service Code" which means a sub throttle sensor malfunction, wiring open or short.

Can anyone please advice. The RPM is not going more than 5 when given a full throttle and the speed not more than 40 kmph.

Your advice and suggestions are much appreciated.
