For the license it depends where you are and it will be a class M insurance prices vary depending on age state and prior experience and also including if you have taken the msf course

The Ninja 250 is perfect for shorter riders & beginners. I have a 2012 and the seat height is 30.5 inches. I'm sure the 2008 is probably the same. It's also very light. If any of your friends have a 250, I would suggest sitting on it to make sure your comfortable. If not, you could always walk into the dealership and try one out.

I'm 5'3, 125 lbs and I fit on my 09 ninja pretty well. If not, get a ninja and lower it about 1.5 inches with lowering links, then it should be fine.

Im 5'1 and just a little lighter, it will be perfect for a beginner bike. Just get comfortable leaning to put atleast one foot down flat, that gave me much more confidence when I could do that.

The 08 250 should be ok for you. I'm 5'6 155lbs and roughly have a 30 inseam. I can flat foot on one leg or use the ball of my feet with two legs. It just fits right for me.But in general, women have longer inseam, so it should fit you unless you have short legs for your size.Lowering is possible. However, it will limit your lean angle. Build some confidence by having your right foot down on stops. If this is an issue get taller shoes or move your butt cheeks more on one side to get that extra height when holding the bike up at a stop. I kind of had to do that when I first test rode a liter bike, those had 32''+ seat height. Eventually you will get used to it. You could get a lower seat if they make it for a ninja 250.

The 250 is cheap to insure, so you shouldn't have to spend a lot on money other than the bike & gear, assuming your buying a bike that's well maintained. Don't skimp on protection, get at least a helmet, jacket, and gloves. For riders, the road is like a sand paper. Stay safe.

Check out this link it might help you.
