250R dying at speed

My sons 2009 250r has twice died on him at cruising speeds. He said both times it died on him shortly after starting out on his ride, within about a quarter mile or so. He said it feels like he just looses the throttle, no fuel. All the dash lights come on and he has to clutch it and pull to the side of road. He said to get it started again he has to apply full choke plus open the throttle to get it started. It will crank for awhile then finally start. Any ideas, I am thinking carb issues however it only has 6000 miles on it. The only alterations to the bike have been a growler slip on and shimming the needles. We are going to go out now and check the air snorkel for possible obstructions. This has happened to him on 2 separate occasions and separated by a week or so.

Sound like its getting to much air from the slip on did you have it adjusted properly and rejected to fit the specs of the slip on??
