Melted Fairing

Hello, I am looking at buying a 97 250r. Checking the bike over I noticed on the Right side the fairing was melted. I've been told several things from the carbs are running to lean to the heat shield has been removed. I somewhat wonder if this is a larger aftermarket pipe that was installed. I have added some pics. Please excuse the rolled bundles of header wrap shoved between the fairing and pipe. That was my quick fix so that I could take it for a test drive. Is this a known problem with this style of bike? Or did some one just buy a cheap header?

If that lower cowl is what you're talking about it from the full muzzy exhaust, it tends to melt it that's probably why the headers and stuff are wrapped
