Bike is acting weird...

Ok so I recently picked up my first bike for a great deal. It's a 04 250 and I knew he had the bike sitting for too log and the carbs needed work. First thing I did after I got it was a maintence check. I changed oil, oil filter, spark plugs (NGK of course!), cleaned air filter, cleaned carbs (super through), new battery, drained tank, lined tank, and added fuel filter with new gas and sea foam. Didn't adjust the mixture screws yet, didn't want to mess with more then one thing at once. Ok so down to the issue, bike starts strong with full choke but after a minute I expect the bike to be ready. The temp is just at the bottom of the normal running range and blipping the throttle will drop the rpm's almost to 0 and then it jumps to 4-5000 and then back down to ~2-2500k with choke on. Pulling the choke down will stall engine. The exhaust smells rich to me but I'm not fluent in motorcycle, weirdest thing to me is when the temp gets almost to too hot (close to the top end of normal operating temp) the bike will run like a top, not a hiccup or anything. Literally it gets hot (idling in garage), and you'll take it out for a ride and as it starts cooling down and starts running like crap again. Makes me think the bike is running lean, but smells rich? Any idea guys?

check idel setting check the radiator fluid lvl and collor
