I'm never able to just start the bike and go i always have to put on the choke is that normal

Yep, perfectly normal. The 250 is very cold-blooded and it is common to have to choke its chicken to get it fired up.

Proper jetting (read: jet kit) will help somewhat and improve the performance.

With rare exception, (happened only once on yesterday's ride) I have to use choke for a bit even when the bike is "hot".

I have come to terms with the possibility of dying while riding, life has a 100% death rate. I would rather live having fun and end up dead in a motorcycle crash than never do anything fun because it's dangerous and I might get killed. No one makes it out alive anyway. - From a friend on another forum, used with his permission.

Went for a ride yesterday and had to start with the choke it's was about 80 in DE

How long are you leaving the choke for?

When cold, 1-2.5 minutes and hot under a minute. This in sunny So Cal. Outdoor temps in upper 60's to upper 80's.

Lucky me, I've only used the choke three time out of the two seasons I've owned my 250.
