Yep, perfectly normal. The 250 is very cold-blooded and it is common to have to choke its chicken to get it fired up.
Proper jetting (read: jet kit) will help somewhat and improve the performance.
With rare exception, (happened only once on yesterday's ride) I have to use choke for a bit even when the bike is "hot".
I have come to terms with the possibility of dying while riding, life has a 100% death rate. I would rather live having fun and end up dead in a motorcycle crash than never do anything fun because it's dangerous and I might get killed.
