Bike dies under throttle

I recently fell off my bike, it's a 2009 250 (not sure if it's an r) and am just now getting around to fixing it. When I try to turn it on I have to hold the start button for a few seconds until it gets to a comfortable idle or else it just shuts off. Under full choke it still idles very low and dies completely when I take the choke off. If I give it too much gas it dies but if I give it just about 20-30% throttle it revs to about 4000 rpm, but if I try anymore throttle than that it will slowly start dying again. I'm very new to bikes and have no experience working with carbs either, so my question is, could this just be a clogged carb issue? My only guess is it's not getting enough gas to put out enough power to work properly.
