timing marks

I'm trying to bring back to life a 250 and I have a manual on disc to reference but I cannot find the timing marks on the flywheel and case. Is this unusual or was there a run without this or is there another landmark to look for? The exhaust valves on the right cylinder look to be very tight so I'll need to remove the cams. Is there any way to do this and reinstall the cams without using timing marks?
One last question. Or two. This bike was not starting and I decided to do a complete tuneup. Are there any particular problems on this model that would lead to non-starting? And would anyone be looking for a used blue 250?
