Price Check on 2012 Ninja 250

A used bike with 1800 Miles on it, Model 2012 250 (Ninja) asking for 3800$ excluding sales tax. Do you think this is a reasonable price? What would be a counter offer if applies?

I'd also go around 3200....maybe a bit more IF the seller can PROVE that it was well maintained (ask to see service records from the dealer or dated receipts showing how often the owner did maintenance.)

I would rather live having fun and end up dead in a motorcycle crash than never do anything fun because it's dangerous and I might get killed.
