What's up with an extended swingarm?

This bike I found on Craigslist looks like trouble but I'm curious about the extended swingarm. I've never seen one on a Ninja 250. Are there any benefits to these? I know they are used on larger bikes for drag racing.

2008 Kawasaki Ninja 250

2008 kawasaki ninja 250 - $2700 (gardena)
This is a nice starter bike or commuter. 45 miles to the gallon. Its clean title with only 4,700 miles. Runs strong. Pink slip in hand and currently registered. I think it would look alittle better lowered but yea the extened swing arm keeps the front end down

On the 250 I don't think it does much other then for looks
