Quick question - the service manual that you see for sale from Kawasaki for $59 - is that something that everyone gets when they buy the bike new?

No... People who want to be able to repair their own bikes will buy the service manual...

The owner's manual is what you get when purchasing a new bike. The service manual is something different, and it's sold separately.
